Project Overview
• Service Alberta, the enterprise service provider for the Government of Alberta (GoA), is embarking on an Enterprise Resource Planning (ERP) transformation initiative.
• ERP transformation will help the GoA work as ‘One Government’ by enabling its employees to deliver services in a way that is flexible, accessible, efficient, scalable, integrated and relevant to the needs of the Alberta Public Service.

This vision embodies the GoA’s strategic objectives of:

• Improving services
• Building technology and capabilities
• Enhancing decision-making support
• Building consistency in business governance and processes
• Increasing overall efficiency of processes and systems

The following ERP transformation goals are defined to increase cross-ministry alignment and define participation and commitment levels for the future:

• The ERP environment will act as an integrated set of applications which will be offered to the GoA as a shared service.
• Investments in business solutions are focused on using leading business practices that can be adopted throughout the GoA.
• ERP business solutions are integrated to allow ministries and departments to take advantage of economies of scale.
• To meet these goals, the ERP transformation requires a collaborative and integrated approach to governing the integrated ERP landscape.
• GoA has an existing core enterprise financial and human resources information management system.

Key details of the existing ERP solution:
• It is a GoA-branded implementation of Oracle PeopleSoft, operating successfully for the past 20 years.
• It replaced the previous GoA system as a response to the Y2K issue and essentially replicated the same functionality as the previous systems.
• The GoA has upgraded the existing ERP solution over time – the current version is in need of an upgrade to 9.2 to allow for continued support.
• The core technology is aging.
• A lack of consistent governance, processes and data standards creates unnecessary expense.
• Functionality is limited, leading to under-utilization.
• External economic pressures and large scale, government-wide initiatives create the need for broader GoA analytics, speed and agility.

• The GoA has contracted Accenture through a competitive process to implement the new cloud based ERP across all identified corporate service functional areas, including program areas. Accenture will serve as the prime contractor, leading other contractors including SAP, Microsoft, Kyriba and EPI-USE Technology Solutions.

Description of Services

• The services of a Senior Project Manager are required to plan and execute various aspects of the ERP-SAP implementation transformation project. The Senior Project Manager will be responsible for ensuring the ERP-SAP transformation project is well planned, implemented, completed on schedule and within budget.
• ERP Project Manager Services have been provided on the project from May 1, 2017 and are expected until April 30, 2019. Part of the services required under this SOW include meeting with the outgoing Project Manager regarding transition and knowledge transfer.

Specific tasks and activities include:
• Ensure adherence to Project Management Procedures (Risk, Issue, Decision Management etc.) as defined in the PMP
• Lead and manage the the PMO and its project management and administration activities
• Coordinate operational resource management (on and off boarding of Project resources),
• Coordinate provisioning of equipment, facilities, meetings and events coordination required for executing the Project
• Oversee Project management, including the Project control processes (i.e. status reporting, stage gates, deliverables acceptance, change control, Risks, Issues, Decisions log and Project audit) and schedule management (i.e. detailed progress tracking against the workplan)
• Oversee the Project document management and SharePoint support efforts
• Work with Wave Delivery Managers and Program Leads to establish tracker systems for metrics reporting
• Create metrics reports
• Work with outgoing ERP-SAP implementation Project Manager regarding transition and knowledge transfer;
• Develop and maintain ERP-SAP implementation project charter;
• Monitor ERP SAP implementation project status against the plan, identifying and managing variances via the project governance structure;
• Proactively monitor ERP SAP implementation project progress and implement mechanisms, such as change control, to keep the project on track;
• Lead and/or attend regularly scheduled project management meetings throughout the project life cycle;
• Document and report ERP SAP implementation project status against established objectives, milestones, budget and resources;
• Facilitate closure of issues that cannot be resolved by project teams;
• Take responsibility for ongoing client satisfaction – manage peer-level client relationships (expectations, communications, negotiations, escalation, feedback, etc.);
• Additional responsibilities as requested by the Province for this initiative.

M2 - Minimum combined years of relevant education and experience in a role similar to this. Experience must be applicable to this role. Acceptable education includes degrees, diplomas and certificates.  University degree + 4 yrs / 2yr Diploma + 6 yrs / 1 yr Certificate + 7 yrs or current active professional certification or accreditation + 7 yrs.

M3 - Demonstrated experience working as a Project Manager on a large complex software application implementation project in an environment of similar size and complexity to the Government of Alberta.

M4 - Demonstrated experience managing multiple projects concurrently.

M5 - Experience in a project management room specific to SAP Implementation specifically using Hana and/or Ariba and/or Kyriba, and/or Successfactors.  Any or all of the noted platforms will be acceptable but must be demonstrated in matrix and resume.
